This matter is before the Court for re-sentencing of,the defendant after remand in a manner consistent with the directives of the court of appeals in In re Sealed Case, 292 F.3d 913 (D.C.Cir.2002). The probation officer assigned to this matter, the defendant and the government all submitted memoranda in aid of resentencing, and the Court heard oral argument ■ on January 31, 2003.
