This action arises from restoration efforts by federal and state agencies following the 2010 Deepwater Horizon Oil Spill in the Gulf of Mexico. Specifically, the Plaintiff challenges Defendants’ plan to use a portion of funds provided for early restoration of natural resources to partially fund a proposed lodge and conference center at Alabama’s Gulf State Park.
