This is a suit in which plaintiff seeks to recover certain sums advanced by the Federal Works Agency (Later Community Facilities Administration, Housing and Home Finance Agency, now Department of Housing and Urban Development) to the City of Rossville, Georgia, in 1947 for plan preparation pertaining to construction for an outfall sanitary sewer.
