DORSEY, District Judge.

The first three named plaintiffs were actively seeking nominations of the Democratic or Republican political Parties (hereinafter “Parties”), which are also named defendants herein, in the November 2002 state elections. These three plaintiffs were seeking nominations for elective offices that embraced more than one town.
