CHRISTIE, District Judge:

This case involves an action brought pursuant to the provisions of 42 U.S. C.A. §§ 1983 and 1985, 28 U.S.C.A. § 1343, and the First and Fourteenth Amendments to the Constitution of the United States, wherein the plaintiff seeks to vindicate his right to do student practice teaching in the public schools of Mercer County, West Virginia, and to recover compensatory and punitive damages from the defendants for depriving him of that right.
