Petitioners Fred B. Kravetz and Michael D. Kravetz are the owners of real property at 520 East Avenue, within the H-4 zone of the Zoning Ordinance of the City of Rochester and contiguous to the property located at 550 East Avenue. Petitioner Elizabeth Holahan is the owner of real property at 70 East Boulevard, which property is contiguous to the H-4 zone.
