Petitioner Elbert Blango was convicted of criminal violation of the District of Columbia Code and was sentenced by the District of Columbia Superior Court to the custody of the United States Attorney General. Pursuant to a memorandum of understanding between the federal Bureau of Prisons and the District of Columbia Department of Corrections, petitioner was transferred to the United States Penitentiary, Leavenworth, Kansas (USPL), to serve his sentence.
