This appeal is the second appellate appearance of litigation in which R&J Murray, LLC (hereinafter R&J) seeks a writ of mandamus requiring verification from Murray County that a proposed landfill is consistent with the county’s Solid Waste Management Plan (SWMP).1 In the first appellate appearance of this litigation, Murray County v.
