The trial court in this case terminated father’s parental rights respecting child on the grounds that father was unfit, ORS 419B.504, and that father had neglected child, ORS 419B.506. The trial court reached those conclusions based on father’s alleged failure to provide and implement a plan for integrating child into his home. The Court of Appeals initially dismissed father’s appeal in an unpublished order on the grounds that it was untimely and that it failed to raise a colorable claim of error.
