The Director of Revenue (“the Director”) appeals the trial court’s judgment disallowing the introduction of evidence or testimony from a Missouri State Highway Patrol (“MSHP”) trooper regarding the stop of Martin Prins’s vehicle and the arrest of Prins for driving while intoxicated.
