On March 19th, 1923, the Highway Commissioner filed a petition with the Public Utilities Commission under Chapter 223 of the Public Acts of 1915 (§§ 1503 to 1508 of the General Statutes), asking authority to ehminate certain dangerous conditions existing in the appellant town by reason of grade-crossings of trunk-line highways over the tracks of the New York, New Haven and Hartford Railroad Company.
