(dissenting). — This action was brought, to enforce the lien of a special tax bill for granitoid reconstruction of sidewalks in front of the property of appellants. Respondent did the work in question under a contract with the city of St. Louis authorizing the same upon default of the property owners, after due notification, to reconstruct the sidewalk in front of their prop*14•erty.
