This is an appeal from an order of the Circuit Court of Rock Island County, Illinois, entered in administrative review proceedings, which reversed a decision of the Board of Fire and Police Commissioners of tire City of Moline, Illinois, which had found Steven Rogenski guilty of a number of charges made against him and had ordered his discharge from his position as Captain and as a member of the Moline police department.
