Allegheny County Children and Youth Services (Petitioner) appeals an order of Respondent Pennsylvania Department of Public Welfare (DPW), Office of Hearings and Appeals, sustaining B.T.s appeal of Petitioners decision disapproving her as foster parent for her niece. We affirm.
