I. INTRODUCTION
The Plaintiff alleges eight causes of action against the City of Monticello and the city’s Chief of Police, Kent Adair. The first and second causes of action are brought under 42 U.S.C. § 1983, alleging a due process violation. The first cause of action alleges deprivation of a property interest and the second deprivation of a liberty interest.
