The majority holds that § 578.110, RSMo Supp.1979, which creates an artificial polity locking three counties and our largest city into the single voting block or “area,” violates art. VI, § 8, Mo.Const. With this I concur. However, the majority also concludes that those provisions of the statute, not excised as unconstitutional, are severa-ble and remain standing.
