MEMORANDUM OPINION AND ORDER FOR JUDGMENT

Plaintiff, Carlson T.V. & Appliance (Carlson), brought this action for damages and injunctive relief against defendants, City of Marble, Minnesota, and Thomas Communications, Inc. (Thomas), alleging violations of the antitrust laws, the Minnesota public bidding statute, Minn.Stat. § 412.311, and the Minnesota Cable Communications Act, Minn.Stat. §§ 238.01, et seq.
