The government appeals for the second time from the judgment in favor of the taxpayers in this tax refund suit. After we dismissed the government’s initial appeal (along with the taxpayers’ cross-appeal from the refusal of the district court to impose sanctions on the government for alleged discovery abuses) because the district judge had not entered a final, appealable judgment, specifying the amount of the refund due the taxpayers, Buchanan v.
