This contract action was based upon the failure of Sie-Gray Developers, Inc., to complete the development of a proposed subdivision known as Daleview Manor. Sie-Gray and the Board of Supervisors of Prince William County (the County) executed four separate performance agreements, the first three of which covered the public improvements to be completed under the approved plans for sections 1, 2A, and 2B, respectively, and the fourth of which covered performance under the approved plans for sections 2C and 2D.
