Plaintiff Thai I-Mei Frozen Foods Co., Ltd. (“plaintiff’ or “Thai I-Mei”), a shrimp producer and exporter located in Thailand, contests an amended final “less than fair value” determination issued on February 1, 2005 by the United States Department of Commerce (“Commerce”) in an anti-dumping investigation of imports of certain frozen warmwater shrimp from Thailand.
