Petitioner Carlos Bringas-Rodriguez is a citizen of Mexico and a gay man who was *1175sexually abused by family members and a neighbor in Mexico. He challenges the BIA’s decision denying his applications for asylum, withholding of removal, and Convention Against Torture (CAT) protection, and denying his motion to remand to the IJ in light of his recent HIV diagnosis.
