J. Robert Chuk, District Court Administrator for York County, petitions for review of an adjudication of the Pennsylvania State Employees’ Retirement Board (Board) that denied his request to convert fourteen years of service with Delaware County to state service for purposes of his retirement pension. The Board did so because it construed the operative statute to limit the transfer of service to one pension plan, i.e., the county where a court administrator was employed on the date he became a state employee.
