Asch, J.
Alex Liberman, director of negotiations for the city’s De*215partment of General Services’ Bureau of Leasing and Space Management, pleaded guilty to racketeering in Federal court in June 1984 after an investigation in the early 1980’s gave rise to the charge that he had arranged for landlords to pay substantial sums to his designees as a condition of his approval of city leases for properties owned by those landlords.
