We granted the Jones County Board of Education’s application for discretionary appeal in this workers’ compensation case to determine if the superior court exceeded the lawful scope of its review in reversing the decision of the appellate division of the State Board of Workers’ Compensation. Both the administrative law judge and appellate division concluded that employee Cecil B.
