This ease involves the validity of an ordinance of Ocean City granting to the Ocean City Utilization and Sewerage Company the right to lay pipes beneath the surface of the streets and to construct, operate and maintain a system of sewerage in the city, and fixing the charges. This ordinance was adopted August 20th, 1906. The utilization and sewerage company was a corporation under the General Corporation act of 1896.
