Appellants, Petitioners below, Nathan Peters and Jack Hoffman, (hereinafter the “Appellants”), appeal the entry of summary judgment by the Circuit Court of Wood County in favor of Appellee, Respondent below, the County Commission of Wood County, (hereinafter the “Commission” or the “Appellee”). This appeal arose out of a complaint for injunctive and other relief filed by Appellants challenging that three closed meetings of the Commission violated the Open Governmental Proceedings Act (hereinafter the “Act”), West Virginia Code §§ 6-9A-1 to -7 (1993 and Supp.1998).
