This three-judge court has been convened to hear a case implicating the pre-clearance mandate of Section 5 of the Voting Rights Act of 1965, as amended, 42 U.S.C. § 1973c. Plaintiffs are Marty Connors, the chairman of the Alabama Republican Party, and George Nathan Grisham, a registered voter in Alabama State Senate District 14. Defendants are the Alabama Secretary of State Jim Bennett and nine local election officials for the counties included in Alabama State Senate District 14 (collectively, “State Defendants”).
