Before this Court are the consolidated appeals of various inmates (Petitioners) of the Cumberland County Prison (Prison) from classification determinations made by the Pennsylvania Bureau of Correction, Special Services Division (Bureau). These classifications, made pursuant to the Bureau’s duty under Section 3(4) of Act 502 of 1965 (Act 502), Act of December 27,19.65, P.L. 1237, as amended, 61 P.S. §460.3 (4),1 permitted the Prison to accept prisoners with *60sentences np to five years less one day.
