MEMORANDUM OPINION AND ORDER

NOWLIN, District Judge.

I. BACKGROUND

On May 15, 1986, 650 F.Supp. 1047 this Court entered a Memorandum Opinion and Order which determined, among other things, that the Defendants in this action were governmental bodies for purposes of the Texas Open Records Act (the Act), and that the information sought by Plaintiffs and Intervenors is public information.
