JOHN DONOVAN, Justice.
Russell DeSoto and Judy DeSoto filed a negligence suit against The University of Texas Health Science Center at Houston (“UTHSCH”) for injuries a UTHSCH doctor allegedly caused to Judy. UTHSCH moved for dismissal of the suit via a plea to the jurisdiction, arguing the DeSotos’ claims do not fall within the limited waiver of sovereign immunity afforded under the Texas Tort Claims Act (“TTCA”).
