The appellants contend that an order of the Circuit Court of Garrett County, closing two portions, of a road in that county, under the provisions of article 25, sections 142, et seq., of the Code of Public General Laws, is invalid because, in the original proceedings before the county compnissioners, ii was not made to appear that the persons who gave the public notice, and filed the originating petition, were citizens of the county.
