INTRODUCTION

This case comes before the court on Plaintiffs’ Rule 56.2 Motions for Judgment Upon the Agency Record. Plaintiffs JTEKT Corporation and Koyo Corporation of U.S.A. (collectively “JTEKT”), NSK Corporation and NSK Ltd.
