Dear Honorable C. Eugene Butler Mayor,
You have asked for our opinion whether the Easton Utilities Commission ("Commission"), an agency of the Town of Easton ("Town"), may provide certain telecommunications services beyond the corporate limits of the Town. Specifically, you asked whether the Commission, which is authorized by the Town charter to provide cable communications services, may extend those services throughout Talbot County, pursuant to a non-exclusive franchise awarded by the County.
