COFFRIN, District Judge.

This is an action brought under 42 U. S.C. § 1983 (1970). Plaintiffs, each of whom has been convicted of a motor vehicle violation indicating fault arising out of an accident, seek to enjoin the defendant Commissioner of Motor Vehicles for the State of Vermont from suspending their operator’s licenses for failure to furnish proof of financial responsibility to satisfy any claim for damages which might arise out of the accident for which they have been convicted.
