[¶ 1] The National Organization for Marriage (NOM)' has moved for a stay pending the resolution of its appeal from a decision of the Business and Consumer Docket (Murphy, /.) denying NOM’s petition for review, pursuant to M.R. Civ. P. 80C, of a determination of the Commission on Governmental Ethics and Elections Practices.
