On April 22, 1987, Respondent Frederick E. Brown was arrested for driving while intoxicated. He refused to submit to a chemical test to determine the alcohol content of his blood, and as a consequence of this refusal the Director of Revenue pursuant to section 577.041, RSMo 1986, issued an order revoking respondent’s driving privileges for one year beginning June 11, 1987.
