In this case, plaintiffs seemingly seek at least three types of relief against defendants who fall into two groups: (1) the members of the Board of Education of Prince George’s County and certain officials of the Prince George’s County school system (“Board defendants”), and (2) the Governor of Maryland and a number of state officials (“State defendants”).
