MEMORANDUM OPINION
THIS MATTER comes before the Court on defendants' motion for stay pending appeal.1 The parties presented arguments to this Court on November 3, 1995. For the reasons set forth in this memorandum opinion, defendants' motion will be denied.
On October 25, 1995, this Court issued an order granting plaintiffs' motion for a preliminary injunction and an accompanying opinion. In its opinion, this Court clearly signified that it was returning the parties to the status quo that existed on July 24,1995.
