Aggrieved that the Town of Plymouth denied his renewal application for a license to carry firearms, the plaintiff, Francis J. Rogers (“Rogers”), filed a complaint in District Court seeking review of that denial, but also alleging civil-rights violations. The case was removed to federal district court, which dismissed it, and which found that Rogers’s renewal application had been properly denied.
