Dear Representative Bisbee:

This is in response to your request for an opinion on three questions regarding Act 981 of 1993, which amended A.C.A. §6-61-520 (Cum. Supp. 1993). Specifically, you indicate that this act was passed to deal with the election of board members for the Northwest Arkansas Community College ("NWACC").
