This appeal involves child dependency proceedings.

On August 30, 1989 the Department of Human Resources (DHR) filed petitions in the Juvenile Court of Shelby County seeking temporary custody of two minor girls, who were the alleged victims of sexual abuse by their step-father and half-brother. A juvenile pick-up order for both children was signed by the juvenile court and a 72-hour detention hearing was held on September 1, 1989.
