The jurisdiction of this Court was originally invoked in this matter by the Securities and Exchange Commission pursuant to Section 22(a) of the Securities Act, 15 U.S. C. § 77v(a), and Section 27 of the Exchange Act, 15 U.S.C. § 78aa. The Court found at that time that it also had jurisdiction ancillary to its federal question jurisdiction in this case. J.I. Case Co. v.
