OPINION AND ORDER

KINNEARY, Chief Judge.

This matter is before the Court following a trial on the merits. Plaintiffs instituted suit against the United States for the sum of Ten Thousand Dollars ($10,000.00), seeking the proceeds of a National Service Life Insurance Policy insuring the life of James W. Norris, deceased. Jurisdiction of this Court is *714founded upon Title 38, United States Code, Section 784.

Pursuant to Rule '52, Federal Rules of Civil Procedure, the Court makes the following findings of fact and conclusions of law.
