This appeal involves a consideration of the power of cities of the third class to require telephone and telegraph companies to place their wires under ground in limited districts within the municipal territory and the legal capacity of a telephone company maintaining telephone lines and doing business in such city to construct and operate a conduit within such district in which other telephone and telegraph companies in such district may be required to place their lines on such reasonable terms as may be lawfully established.
