Plaintiffs Joseph Loeurto, Robert Steiner, and Jonathan Walters (collectively “plaintiffs”) bring these actions pursuant to 42 U.S.C. § 1983, alleging that defendants Mayor Rudolph Giuliani, Commissioners Howard Safir and Thomas Von Essen, and the City of New York (collectively “defendants”), violated their free speech rights as guaranteed by the First Amendment to the United States Constitution.
