This is an application by plaintiffs for a review of the action of the secretary of state in refusing to file a petition for the initiation of a constitutional amendment pursuant to section 202 of the Constitution, article 28 of Amendments thereto. The secretary of state declined to file the petition upon the ground that, in his judgment, the same is insufficient. Article 26 of amendments to the Constitution, which provides for the initiation of statutes by petition, is made applicable to proposed amendments to the Constitution initiated by the people, pursuant to article 2S of amendments.
