I. INTRODUCTION
This matter comes before the Court on the parties’ Cross-Motions for Summary-Judgment. Dkts. # 16 and # 21. Plaintiff Chung Song Ja Corp. (“CSJ”) argues that Defendant U.S. Citizenship and Immigration Services (“USCIS”) improperly denied its application for an H-1B temporary worker visa, of which Ms. Kyungmi Lee would have been the beneficiary.
