This matter is before the Court on Plaintiff Richard Edelman's motion for attorneys' fees. Dkt. 46. In 2014, Edelman submitted six requests for agency records to Defendant the Securities and Exchange Commission ("SEC") pursuant to the Freedom of Information Act ("FOIA"), 5 U.S.C. § 552.
