OPINION AND ORDER

PEREZ-GIMENEZ, Chief Judge.

The present case and other related cases filed by the same plaintiff, Mr. Leo Zur-kowsky, 1 arise as a result of an order entered by U.S. Bankruptcy Judge W.H. Beckerleg denying debtor, El Palmar Hotel Corporation’s petition for conversion of the proceedings from a Chapter 7 to a Chapter 11 pursuant to Title 11 U.S.C. § 706(a). The bankruptcy judge’s order was appealed to the U.S. District Court by Mr. Zurkow-sky on February 27, 1983.
