This is a case about the impact of WikiLeaks on the Government's disclosure obligations under the Freedom of Information Act (FOIA), 5 U.S.C. § 552. In response to a FOIA request filed by plaintiff Osen LLC ("Osen"), the United States Department of State ("State") produced, inter alia, 26 diplomatic cables that were in redacted form.
